Yes but it should only be done by someone who knows what they are doing. More boost will yield more power of course as well. So will increased timing (to a point) and lower split. It's a balance of everything to get it right.

Yes, I would definitely be having someone experienced do it. I was trying to determine if it was really worth paying to get another tune. Apparently, BDC might be coming to the northwest.

This past friday on a dynapack dyno my brother went from high 10's to mid 11's AFR on my car and the power went from, I think, 368whp to 374whp. So it will change, that's the whole point of getting it tuned, but this was with a GT35R at 15psi. Just so there is no confusion, dynapacks tend to read ~10% less than dynojet dyno's so it would be ~410whp (for comparison).
