Interpret these compression results

The numbers look low, but the one rotor that has one slightly lower number, would that be a bad side seal?

Your RPM is kinda low, charge up your battery and try again, you might get better number.

If I recall ~250 rpm is proper testing speed.

@ 250 rpm they will be slightly higher, but the 4.5,4.5,3.4 indicates problem with side seal (stuck, cracked, broken, etc.)

Even @ 250 rpm all the compression readings will be below spec.
