Regret spending it? If you pick it up for $400 and decide you don't like it, there are already two people who will give you extra money for it. You could make money off this car, assuming it runs.
I would say that if you've got >$2000 in your bank account, you should do it. If you don't, then you shouldn't. If you're still indecisive, toss a coin or something. And if you just want to see it go to a better home, pass the info along to one of the guys on this forum, and let them buy it.
