IMPORT 3rd gen "93-95"
I have recently been looking at 3rd gens (right hand drive) from japan and I have noticed that the shipping fee is fairly cheap. Also I have noticed that most 3rd gens in japan are far less expensive than the ones in the u.s. I was woundering if it is legal to import a 3rd gen to u.s.a. Keep in mind that the only reason that it is so expensive to import 96+ models is because crash testing was never done on that vehichle. I think that crash testing for the 93-95 in japan and america was identical since virtually the vehicle was exactly the same(other than the whole right hand drive factor). My question is if It would be possible to get a right hand drive fd from japan, and is the car legal since crash testing was performed....

Nope. And no, the federal government does not consider the RHD 93-95 FDs to be "identical" to the LHD versions (and they're basically not), so no, crash testing has not been performed. This has been discussed many times in the past. Do a search and you'll find many contentious threads on the topic...
