idle surge

my idle surges when the parking and or headlights are on. someone shout out a place to start looking, im sort of stumped along with not being too good at much electrical

on the UIM. It's the unit next to the coolant hose.

so if the idle surges and becomes rough compared to when the lights are off then this part needs to be replaced and will cure the problem?

Those are two different units. If you have the same symptoms, you need to test those components per the factory manual procedures. If one or both doesn't pass the tests, then you replace it.

When my headlights are off the RPM needle hardly moves at all and idles very smoothly around 500-750 RPMs. Turn the headlights on and the idle becomes rough and you can hear the exhaust buck and pop not loud though but noticeable. When I say surge mine only moves within a hundred RPMs or so not much. The buck/pop noise in the exhaust is what's puzzeling me.

There is a little motor that controls the idle and you should probably test it. It could even be the connector isn't connected.

Is it the Idle Speed Contoller, Electrical Load Unit located on the UIM next to the coolant hose?

ISC is on the UIM. The ELU is near the ECU.
