idle problems

I've had some idle problems lately. What happens is when cold I idle real rough and low around 500-600 RPM. Also when its cold and idleing if I turn on the a/c, headlights, or even just the fan motor, the car will stumble then die. This sound like an IAC problem?

Thanks for any help.
