Idle Fluctuation 400~900RPM, Turbo's Fail!

My 93 is idling around 400-900RPM and sometimes it will stall. THe turbos will not engage at all, and when I Try to engage them.. the car looses all power. I can't take the past about 3200RPM in 2nd gear (where the turbos kick in) the same goes for all other gears where the turbo's engage. I thought it might be an Apex SEal or SOlenoid that is loose. I dont know a ton about these engines yet, so I am asking for some insight. Please let me know asap!
Thanks

Little black box on the firewall behind the intake elbow with a nipple on the bottom of it. Should have a hose connected to it. Look for one that isn't connected to it in that vicinity.

Look up along the firewall on the driver's side of the car.
