i checked the boost controller and it is hooked up correctly. I can raise the boost by turning it counter clockwise and i'm sopose to turn it down by closing it clocwise, but it won't do it.

I checked the diagram about turbos and stuff for Fd and one nipple of the 1st acuator is sopose to go to boost controler the other goes to solenoid valve, same thing goes for the second acuator.

Now, this other nipple that goes to solenoid valve, am i sopose to plug that one in? Other than that i have done everything else and it's still boosting 14 psi with the boost controller fully Closed.

Yes plug that nipple.... the solenoid valve is the stock boost controller...plug them, and all your problems will be solved...
