the hole in the intercooler shroud?

I got this picture out of another post, but it has a good shot of what I was wondering. I just got this car so I don't know for sure. On the black plastic piece (I call it the shroud)in front of the intercooler there is a hole, like there is an upper shroud that has been removed. There is also another hole that points towards the engine (in this picture it is hard to see, but it is right in front of the battery).
Question: Should these two holes be blocked off to force more air throught the intercooler or is there a reason the former owner left it this way? Also, if it needs to be blocked off what can I use (the stock upper piece or sheet metal with screws?)?

There's a black plastic duct that sits on top of the intercooler duct that feeds air to the stock airbox. That hole is the source for the air. The other duct by the battery is just that - an air duct for the battery. Stock, there's a box around the battery, and the battery gets fresh cool air from the duct, which helps battery life.

If you go with an aftermarket intake, you should probably cover up that hole on the IC duct to help airflow. There's a zillion ways to do it.
