if i have the blower motor in position 4 and push the A/C switch off, my radiator fans are supposed to stay on right? even if the car engine is cool?
my fans only come on with the A/C switch on.... which relay am i supposed to test?

The fans will be running at 100% no matter what position the dial is at as long as the A/C button is pressed on. Do not know about the A/C switch being off at position 4 on the dial though.

Seeing that you're in Cali, I was expecting something more along the lines of "What? The car has a heater? What's that?" Besides...the engine is more than hot enough to keep ya warm whether you want it to or not...
But yea, the dash vents are dedicated to A/C only. Give it a shot. Turn off the A/C, move the temp to the hottest position, and blast it via the face/dash vents. I'll be kinda warm at best haha. It's actually in the Owner's Manual (which VERY few ppl have read, I've noticed)

With the A/C on, the fans are always on like everyone said.

Amen to that. I've noticed that too. Maybe the owner's manuals disappear by the time these cars move on to their 3rd and 4th owners.
Jeez, one of the fun things about getting a new car (even if it's used) is bringing the car home, and then that night, sitting down and reading the owner's manual to find out all the little things about it. Maybe it would help if people kept their owner's manuals by the toilet, instead of in the glove compartment. (Mine's actually in the pouch behind the passenger seat. It doesn't fit too well in the glove box.)

On the very first page the manual states to store it in the seatback pouch.
