my stock elbow has a cap at the end of it... like the size of the hose for the bov. Is this only on japanese rx7??

I'm trying to further understand what makes some BOV's better than others. Between shifts, a BOV thats vents the most volume the quickest is best correct? I mean the faster it vents, the less chance of the turbos slowing down and the quicker the boost recovers once the throttle is re-applied? Is this correct, or am I completely confused?

HKS is a pull type, which (I think) means its less prone to leaking under high boost.
