hesitation above 7000ish rpm(not boost related)

allrighty basically like i said once i get to 7000 or sometimes 7500 rpm, it doesn't want to pull hard anymore it will still accelerate till 8 but it is slow. i really don't feel it so much in first a little in second but mostly i notice it in 3rd it will do it in 4th also though i try to avoid those speeds i am thinking maybe ignition related but i dont know, it doesnt chug really it is still smooth but i was thinking maybe it still would be at that high of an rpm and it would still be ignition related? pulled one of the plugs, it was on the rear rotor the bottom plug, it didn't really look fouled but i showed it to a mechanic i work with and he said it looked like it had been fireing ok but that maybe there was some water in the fuel because of calcium deposits, i also just changed the fuel filter. what other things should i be checking out, i would like to diagnose this correctly the first time because it is my uncles car and he is cheap! he will get all pissy if i spend a bunch of money on things like coils and wires and it doesn't fix it. i really feel sorry for that car i could take so much better care of it oh well. any ideas???

Start with new wires and plugs. It sounds like it's spark related.

Now that I read that again, you said the car was stock. How many miles are on it? If it's alot, it could be a clogged or partially clogged cat. That would account for the problem up top, although you will almost always see a decrease in boost in the higher rpms as well.

Are you saying this is different from what it used to be, or is this something you just noticed? The stock porting isn't so great for 8k rpm, so it's not surprising that it would fall off on power. Just make sure it's a problem before you try to fix it, though a good street port and full exhaust would surely do the job

well yes i know i am shifting right past 7500 rmp now, the thing is it didn't do this before it was almost hard to shift before 8000 especially in the lower gears. this car has aprx. 54000 with a new engine aprx 10000 miles ago, but im pretty sure it is still the same old exhaust. i am trying to get my uncle to by a dp and do all the other reliability mods but he is cheap and obsessed with keeping it stock he is all scared about the resale value since he is thinking about selling it and getting an s2000. for some back ground this started happening aprx. 200 miles ago, right after it blew off that alluminum pipe before the intercooler (name??) he drove it maybe 10 miles with it leaking a ton of boost i was thinking maybe it was running rich and fouled the plugs and then i pulled that one plug and it looked ok. but i think i will check the other plugs and then just go ahead and change em all. thanks for the help so far more ideas if you have 'em would be great.
