Help non seq. boost issues

ok first off i have read muiltiple post's and have tried various vacuumn setups and have tested my car for several days before i ask for help.

I have a PFC, 3" exhaust all the way back, Peter Farrell SMIC, thats it for anything effecting boost.

Here is my prob. i either get 7lbs or 15lbs. I want to be at stock 10psi but 12 would be better.

7lbs when i have the 2 vac lines (one to the top nipple of the watgate actuator, and the other to the nipple and the primary turbo. The other 2 are capped off) Hooked up to the wastegate solenoid on the UIM. Same as wastegate spring

15lbs when i hook up 1 vac line from the nipple on the side of the wastegate actuator to the top nipple on the wastegate solenoid. The top nipple on the wastegate actuator hooked up the the primary turbo nipple with the other capped off.

These are solid numbers so it doesnt seem like a leak. I am wondering if it is a setting in the PFC but i dont not know it very well. I can get a visual if you cant follow in writting.
