HELP! No parking lights and gauge cluster backlights

HELP! No parking lights and gauge cluster backlights
I just don't know where to look for anymore... all interior fuses are fine. Main fuse and BTN fuses are fine, and there is 12v power going through them. white/red wire that comes from BTN fuse to TAIL fuse has 12V power. But there is no power when I tested TAIL fuse socket. white/green wire at the interior fuse box also has no power. I tested TNS relay for key-on power, and it is only getting about 4 volts. I don't know where to look for anymore except to think my interior fuse box is bad... Any help on this would be greatly appreciated. Here is easier to read version of what I checked for and the symptoms:
Problems:
-No parking lights
-No gauge cluster backlights
-No power to cig lighter
-Everything else works totally fine.
List of things checked:
-Main fuse - fine
-BTN fuse - fine - tested 12v
-White/red wire at interior fuse box - tested 12v
-TAIL fuse - no power
-white/green wire at interior fuse box - no power
-TNS relay - relay fine - only has about 4v of key-on power at two pins - rest has no power whatsoever
-Headlight/parking light switch at steering column - fine. Tried jumping the wires to no avail.
-Tested all fuses with fuse tester, so I'm 100% sure all the fuses are fine.

Pull the headlight switch and you will find it is burnt. Check wires and replace or rebuild switch this site has a spot that will tell you how. This is a common problem with bad solder joints.
