The secondary boost problem is not a tuning issue, there's something in your control system that is not working properly.
You don't need a dyno to tune. If you have an EMS you can find a reputable tuner near you that will street tune. Or with a wideband you can give it a go yourself although if you have no idea how to that is probably not the best idea.
What'd you do that caused the boost problem. Change any parts recently?

Sounds like you need to get to a professional rotary shop, pronto. I have heard good things about Rick's Rotary, http://www.ricksrotary.com/

Your car probably has issues with vacuum hoses, check valves, solenoids. Adding water to the rad isnt a huge deal as long as you have some coolant in the system. water in the intercooler, not really sure about that one

you need to go over the control system/rats nest. Check the solenoids and vac lines.
