Help. Low boost only in first gear-sorta

I know, I know another one of these threads, but...

I'm running 99 spec seq. turbo's, M2 intake, ASP med. SMIC with a PFC. Car is running fine around town, and in 3rd-5th gear the boost pattern is normal throughout at 11-10-11 where it is tuned to be. I can roll on in any of the higher gears and boost holds well.

However, in first gear full throttle (and 1 time in second gear) the boost hits 5psi and obviously the pull is weak.

All the vacuum lines are changed to silicone and they are good to go (I found the tear in one of the lines).

Could I have a turbo-intercooler pipe leaking only in 1st gear? Would this make sense? Damn piping.

I knew this would make somebody say....oh that is just the ...insert broken part in the overly complicated sequential turb system here.

"The Turbo Control Solenoid / Actuator is one of the more complicated actuators as it requires both vacuum and pressure to operate properly. This actuator is controlled by two solenoids, (both are wired together to the one ECU output) one solenoid applies pressure to one side of the actuator and the other applies vacuum to the other side of the actuator. With pressure on one side and a vacuum on the other side of the actuator, the speed of the actuator is improved. A typical problem is loss of Secondary boost in 1st or 2nd gear at 4,500 RPM, but reliable operation in other gears. This points to one side of the Turbo Control Actuator not getting it's pressure/vacuum, so it will still operate but not quickly enough."
