Help figuring out where this vacuum hose connects

I'm in the process of doing the vacuum hose upgrade, and while I was doing it, I noticed there was a vacuum hose missing. Does anyone know where this runs? (it's the open tube above the green in-line thing) Whatever it is, i don't think it's ever been connected. Perhaps it's why i've never been able to fix my idle?
