Help boost and pricing?

Hi im thinkin of buying a 1993 rx touring model for 12,500$ it has 100k on the body and 15k on the new motor from mazda he said it was boosting 10 psi is that too low cause i hear stock is 12. I've had a couple of people tell me that the price is too high considering the car has 100 k on the body. Any help would be appreciated. Also anything particular i shoud check out before buying it..

10 psi boost is what it is supposed to do. Try to borrow a boost gauge and check it yourself.

If the body and interior are in good condition, 12,500 is a good price with a new engine.
