having a retarted moment, e-brake stuck

while i was replacing my starter i pushed my car in my drive way, put the e-brake on and jacked up the front. while i was testing the starter i had it sitting in the engine bay and it got a little love tap on the ABS lines next to the intake elbow, there was no damage just a little exterior mark on the hard line, nothing more. today i get the new starter on, jack the car down, go to push the car and notice the e-brake is really loose on the handle. i push the car and it's not moving, i find the brakes are still engaged and the handle seems to do nothing.

any help?

if ou take your center console off there is a set screw (nut) that adjusts the e brake handle. Might be worth checking out (adjustment). G

Check and see if the spring underneath the car is still connected to the E-brake cable.
