Gunky/oil in the intake piping

So I've been battling with problems with my car for a while now. It started off with a whine that the turbos made under boost (sounded almost like a BOV venting to atmosphere. It then wouldnt boost over 5psi and eventually led to me not being able to exceed 4k.

I replaced the plugs and now I can get to redline, but the turbos still wont boost more than 5psi. At the 4k mark it also stutters for a second before continuing on to redline.

I took the elbow off my front turbo and checked shaftplay. Very little to the sides (just enough to notice) and no play front and back. I cant check the play on the rear turbo. The car is converted to non-sequntial twins already. Worked great until a couple weeks ago. I just pulled off the charge piping. Before the IC all the piping had some black sludgy stuff. Nothing crazy, but I had to actually wash out the pieces to clean them. Very simliar to the slime you end up with on the bottom of your old engine. It got bad when I took off the piping after the IC. Wherever there was the ability for it, there were pools of oil. Not black either - the fresh synthetic oil I just put in. Along with that was much more of this blackish sludgy. Felt like it had sand or something in it.

Could my rear turbo be shot and that not only accounts for the noise, but for the lack of boost? Is it possible its bleeding air out it from the front turbo (preventing me from achieving stock boost)? How do I check the condition of the rear turbo?

Oh, btw - my PCV isnt hooked up (filler neck just breathes to atmosphere) and I no longer have the air pump

What about the other nipple on the filler neck( the one going down)? Is that still hooked up? That ends up right before the front intake of the turbo. If you over filled the oil when you changed it, the extra will get sucked into the intake. Also I think the other disconnected nipple should be capped.

Gamezilla, the reason why you're still getting black sludgy stuff in the intake in spite of the PCV elimination is as Zyon13B says, there's another hose to the filler neck that leads to the hard intake 90 degree hard/plastic pipe leading to the primary turbo. BTW, from the research I've done, you really shouldn't just let the neck breath into the atmosphere (even with a filter). Reason being your crankcase should be in some vaccum (anybody know how much vacuum is optimal?), which is what both the check valve/PCV and other hose to the intake provide. By venting the crankcase, you're neutralizing any vacuum provided by either. A safer approach would be to plug/cap the PCV hose, and connect an oil catch can onto the second line going into the primary turbo. This is what's described on Robinette's site.
