Gas tank filler flap

Trying to see if this comes off or if it’s glue on it what. I’m using POR15 on my tank and I don’t want to break this taking it off. Looking at it, it kind of looks like it has tabs.

To whom it may help

I managed to get it off by switching between very carefully prying the lip away from the metal with a flat head, moving around in a circle around the edges and pushing from the inside lightly with a flat head, the same way going around the edge. It’s a very fragile piece be very careful if you ever have to remove.
