Gas in filler neck

I just opened the oil filler neck to add a quart and I noticed some foamy stuff on the edge of it. There seems to be some gas in the filler neck. Is this a sign of a bad PCV valve ? I can blow both ways through the PCV if I the grey side is pointed up.

Never mind. FYI it's unnecessary. Removal how-to is on Robinette's site.
