Fuel pressure regulator solenoid?

Is there a mod to take this solenoid and cap the ends off? I have a car that I bought that had a reman put in it a few years ago. I am redoing the vacuum lines and when I pulled the solenoid rack I noticed that the (orange or) most rearward solonoid ends were capped off. In this case I don't remember where the regulator is getting vacuum from.

i believe you just bypass the solenoid. There is a line that runs to it and then to the regulator. if you just take that first line and go directly to the regulator..thats how its done.

it gets vacuum from a nipple on the LIM

I am thinking it is one of the three ( the middle one) off of the engine next to the LIM. I guess I just want to know why the engineers built a solenoid into the system?
