This might sound a bit ghetto, but when I got the same tickets in Hollywood I took a metal clothes hanger, cut two one inch long pieces off the end, and bent them into loops to hang the license plate from the two holes in the radiator opening. I secured the bottom with double sided tape. I woundlnt drive very far with this since you will partially be blocking the radiator, but it worked twice for me.
