Question Front cover question

Hi! I have a 1993 jdm rx7 and I'm going to rebuild my engine in May.

I have a question about the front cover, because it is damaged on the outside (picture below), but there is no indication anywhere about the inspection of the outside of the front cover to determine whether it should be re-used or not.

The broken part seems to have no purpose, but I'm not sure. This is why I'm asking for your help in order to know if I will need a new front cover or not.

Take the tape off and take another picture!

I think the timing mark goes there.
