flutter when at low RPM

Under low or no boost, my car is jittery, and seems to flutter in power...but as soon as there is boost everything is fine...anyone know anything about this? Idle is fine, still pulls strong.

All stock, 6 months on the engine and cooling system, turbos checkout like 3 months ago and they were good.

My guesses, ignition, or maybe a cracked line in the turbo....what else?

Does it happen around 3k rpm? It so then it's the common 3k hesitation issue that plagues the FD with stock ECUs.

i think the same thing happens to me. when i am slowing down without brake or clutch (just letting off gas) and the RPM's get to around 1500 the car will sometimes stutter.
