fluctuating boost

I just put in an aftermarket blow off valve and now my boost is fluctuating. When I push on the gas my boost goes up about 14 psi for a half a sec and then settles back down to 10 psi. This happens everytime at WOT. Any suggestions? Thanks.

I dont have a boost controller. So its running on stock boost. Someone mentioned to me the other day that I might need a new internal wastegate? I dunno because I am kinda new to this.
