CA FD revival project- cleaning

Im going through and try to get as much cleaned as possible now that i have some time

has anyone cleaned this hole?
its behind the rear bumper and its got a bunch of dirt. there are holes which i could flush it out, but id rather not if it could lead to rust

cant find a thread on this. might be too specific

i guess i mainly want to clean it for my minds sake

I would vacuum/blow it out, no real reason to use water.

Can't remember how it normally looks with the bumper off, don't know if that hole is supposed to be plugged or something.

Alright. Ill avoid water
Gotta get a small pipe or tube then.
when i took it off it didnt have a cover. Though it really should have.
