the only thing i noticed that sometimes if i only get 2-4 psi on my secondary, i can just lift my foot from the gas and floor it again and the boost will go up to normal.
i had the same exact problem as you stated. the culprit was a pin hole in the vacuum line leading to the pressure tank(tank in between the alt and the power steer pump) which kept the tank from holding pressure. ck your vacuum lines and the tanks themselves if the lines are all good leading to the tank.
