exhaust leak

ive been having problems with my turbo and its been over boosting but instead of dropping back down to factory levels it stay at the new level from then on. like it went from 7 to 9 and stayed there for about 10 drives not more than 30 min each not pushing it at all and then recently i noticed it went up to 11 psi and has stayed there for like 2 drives. my car has allso produced a low vaccum. while inspecting my hoses i noticed that my intake hose to the secondary turbo has been rubbing on a pully and had almost a golfball size hole in the tube have driven it since then. but i wondered if i had an exhaust leak. I dont have a smoke machine so i started my car and as it goes throught the warm up process i quicky popped the hood and i saw smoke coming from where the turbos connect to the engine. i still have the stock precat and was wondering if that had anything to do with the smoke maybe its clogged and isnt able to spit out the exhaust as well as it should. I was wondering if anyone has any ideas of why my cars behaving like this.

Ummm... what pully is near the secondary intake? Or am I dense?

Are you saying you are boosting to 7 -11 psi ALL the time, even at idle or soft driving? Stuck boost gauge?
