Egi/black with white stripe.

Hey

I have a 99 spec FD.
I have an issue with the egi fuse blowing. It seems like the black wire with a white stripe. The one in the engine harness with the two ring terminals is grounding out.
What I have done is put a multimeter in the spot where the fuse goes and have disconnected all the connectors.
Measured volts is 4.1 with everything disconnected except for the ring terminals. I stat connecting things first the 11 pin where the white/green stripe goes to alternator. I noticed when I plug the alternator plug in.. it goes to 5.8 volts. I plugged the connector in beside that one which turns the white/green stripe to a white with a black stripe.
​​​​​​I get to the blue plug inside the car and connect it and I have 12 volts.

At this point I'm getting a bit stumped as to what is happening. I need help. 🤔🤔
