Well there are a few way to fix it. Check the fallowing:

Make sure the cable is connected to the ebrake handle and the rear brake calipers themselve

Make sure your rear pads aren't worn down

If all of the above look for the cable adjustment and adjust it.

Cable adjustment is at the base of the brake handle it's a 10mm bolt if i remember correctly.

Yes. Um. What they said above. Section P-32 to P-35 in the manual. Check that the cable actually pulls the arm at the caliper. I would take the wheel off so I can be sure that it is moving when I pull the lever. Ya never know if it's broken somewhere in between.

Or alternatively...wheel chocks. Yes. Wheel chocks with umm... some sort of auto-deploy/auto-retract functionality. Can't use rubber wheel chocks. They'd break down next to the exhaust. Use aluminum. Yes, aluminum wheel chocks with some sort of cable deployment system...um...or swing arm system. You'll need some sort of sensor to test that the chocks actually deployed and some kind of control box that will interface with the cabin. Yes. And then do a group buy. Totally want!

Can it be done for under 1000? Pshaw. I can just buy the parts on eBay and do it myself then. Bah! www.retrofitwheelchocksystem.com has parts for cheap too. How dare your future group buy theoretically rip me off in the future after all the help I've provided you!

Before you go to the trouble of adjusting the cable, try replacing the rear pads. Easier job and even half-worn pads make a big difference in the amount of handle travel you have.

I think they are also prone to snapping, I snapped mine in front of my house just using it as an ebrake, no drifting or ebrakes turns ever.

Unlikely but make certain an aftermarket e-brake **** (not handle) has been applied. Some of the "dorifto" ***** disable your e-brake iirc for lack of a better word.

mine snapped from the ebrake handle to the union. The union thing is right under the Cat/Driveshaft that the main cable goes to then from there it goes to the rear calipers...

It was an absolute bitch to install, had to drop the cat out to get to the union thing.

Cable was only like $50 though brand new from mazda. Hope this helps, I didnt' take any photos when i installed mine. You just need to get under the car and trace the cable back.

Like he said, pretty unlikely your car came with a spin ****.

This is what they usually look like, you remove the stock button and replace it with this one it also removes the spring, to engage the ebrake you have to pull the ebrake up and pull the **** outward.
