Angry Dumping fuel

My 94 outomatic is dumping fuel and I'm about to give up and swap my rotary for a V-8! The fuel meter jumps to rich as soon as I touch the excellerator after warmup. It won't pass emissions and runs in safe mode most of the time. The TPS was an immediate suspect but it checks out per manual specs. I've checked out all sensors, I've replaced all of the solenoids, the precat has been replaced with a downpipe, injectors were rebuilt, and I swapped the ECU for another used one from EBAY which was no help. The fuel pressure is constant so I don't think it's the pump or regulator. Any ideas?
