The simplest thing (IMO) is to unplug the precontrol and wastegate wiring connectors. That will regulate boost to about 7psi max. It will post a ghost code on the ECU, but not a CEL.

DamonB is obviously right (narrow tire is better) if you only use the tires in snow. What I am trying to emphasize is that 90% of the time most of us use our snow tires on dry or wet roads, and a marginally larger (as opposed to a very narrow tire) tread contact area is, IMO, a better compromise for the reasons I've stated previously.
I live in the Ohio snow belt, and my comments are based on personal experience.
