Does this "thing" come off? - A/C related

So, I finally got off my lazy *** and started working on my 3rd gen last night.
I ripped out the A/C. Still have to take the cooling unit out from the cockpit to complete the job.

Anyways, is there a way to take off this "bolt" from the frame which supports the condenser lines?

I am referring to the "thing"circled in yellow.
I tried to twist it off but the rubber gives.

There's a thin plate of metal on the end that has the threaded end on it. I removed those by using some vice grips and grabbing that bottom plate. I don't know an easier way.

Yep, it's basically 2 metal plates with rubber in between - kind of like a motor mount. The metal is shaped for a socket or wrench, so you can also get on it that way.

Shouldn't be torqued in that tight, but it's likely rusty and needs to be broken free.
