Does this make sense???

My CEL is on.. I find a code 16 which is EGR. I reset the computer by doing the negative battery/hold brake trick. Next I reconnect the cable and check the codes again. Still getting a code 16. Why is that? I thought the car needed to run a bit before it would give me another error code. I disconnected the cable from the EGR and got the same result. Does this mean my EGR solenoid is hosed?

i would check the connection first. it's a blue plug in front of the uim on the passenger side. it's buried down in there so you have to take a good look. mine comes loose occasionally and causes the same thing.

It was connected while getting this code... then I tried disconnecting it and resetting it.. still getting the error code. I get it hooked up or unhooked even without starting the car. And I reset the computer between tests.

Might also want to perform the EGR valve test, to ensure that your EGR system is functioning properly:

Assuming everything's gravy, you might look into...
EGR switch bypass: the EGR switch is the sensor that causes a check engine light when it doesn't detect the EGR valve opening and closing. This sensor tends to fail from heat.
