Confused on Non-Sequential

I'm goin' non-sequential and need a little help. I don't know what this is. Can I make a block off plate to cover what ever this is? My guess is yes, but I am not for sure.

I think it's the ACV. Yes, you can make a block off plate to block it.

That is the ACV. It directs air from the air pump to either the exhaust ports, the main catalytic converter, or to the mysterious airbox hose that goes nowhere. Don't remove the ACV if you ever hope to pass a emissions test. If you're not worried about that, then you can also remove the airpump, the pre-catalytic converter (you should have replaced this with a downpipe by now), the main catalytic comverter (either gut it or put in midpipe), and all associated tubing and solenoids.
