CCA or pre-control actuator questions

Ive read the robinette ,autosport and fd3s.net sites many times and searched on here but nothing really answered this imo

This is more so for my understanding than actual fault finding but here goes,

If the CCA or pre-control actuator flap does not fully close from idle-4500rpm will this allow some primary boost to seep through resulting in lower primary boost?

If so (and i think it is) then could it be possible to build say 1bar fine but with pfc set to 1.5bar (hypothetical figures guys, chill) and the boost duty etc all mapped correctly for 1.5bar. That the primary passes a small amount of the pressure not allowing the boost to reach this high?.

See my thinking is that the turbo (primary/secondary/whatever) should be able to boost up to a max pressure say 3bar and the wastegate pulsing its vent releases the excess pressure we dont want. So that being the case back to the original question with a healthy turbo would the CCA or pre-control reduce boost to that sort of degree or would it be a case of actuator Slightly open=no boost (not 1 bar nada) ??

Can you tell im a little confused
