Car won't turn over unless I remove engine fuse

Need some help. My car won't start. It doesn't turn over at all. When the ignition is turned, there is an audible click and then everything comes on, but the car won't turn over. Strangely, when I pull the fuse for "engine" under the dash

and leave it out, the engine fans come on and the car turns over, but won't start. Any ideas? I already got a brand new battery.

Have you tested the fuse and fuse wiring?

OP here... Remembered my old password. Anyway, what do you mean? I did swap out another fuse and it didn't help. How would I check the wiring?

Read up on the starter circuit. It could be something going with the security relay. It's a REAL basic circuit to make the car crank, there's no high tech computers like modern cars that check key chips and all this stuff.

I think the engine fuse is a red herring, you have something else going on.

Get the factory wiring diagram and check the starting circuit for anything that can inhibit starting. A security circuit could do that. Dale knows much more about me and third gens. Like he says, the fuse is probably a red herring. If the security circuit is not the issue, things like the 12V starter trigger could be an issue. foxed.ca is down, but they should have the factory manuals.
