Car seems to run very rich?

My car seems to want to run rich. I have a stock port/turbo motor and use a PFS PMS purple. I am taking out 18% fuel at idle and still running rich as crap. plugs seem to foul quickly, smells like gas at idle etc. the motor has been rebuilt and it did this before the rebuild too. The air pump is gone and contributes to this condition but it is pretty bad. The car seems to be a dog at lower RPMs as well. Throw out some ideas please.

well, my idle is at -26% at idle with my car. But i also added 10psi of fuel pressure. This is normal. Depends on what boost etc. ALso taking out fuel because of the airpump is normal too. And i assum eyou have a midpipe? Thus smelling like gas is completely normal. don't worry about it.

I used to take out quite a bit of fuel but it causes the car to stumble as I roll back on the throttle I think it was a momentary glitch going from idle map to whatever map? I have Downpipe Midpipe and catback too so I expect some gas smell but shease! It kinda bogs at low RPMs like it is too rich as well?

did you lean out your partial throttle as well. I leaned mine out about 8-10%. Again, i'm running higher fuel pressure as well. On boost however i'm running a lot richer than stock.

Yeah Part throtle is leaned a bit. I think the car learns that however and tries to correct. At Idle the O2 reading is usually pinned at like 98%R no matter how much fuel I take out It will eventually stall out but the O2 will say rich (New BoschO2)The car smokes a bit as well. Hmmm. I going to take out fuel untill idle becomes unstable and try that. Is there however anything with the car itself that would cause a rich condidtion?
