Car runs rich and low vaccum???

I washed my engine and now my car runs real rich, has very low vaccum and wont rev over 3500 rpms.

I have fixed and checked the following:

1. Replaced all vaccum tubing.
2. Replaced all plastic one way valves and black valve by MAP
3. Had dealer do compression check... OK!
4. Checked ISC ........ noisy but works!
5. Borrowed friends MAP and tried it.
6. Cleaned MAP, TPS, Oil Meter connectors and plugs.
7. Checked spark... coils and igniters are OK!
8. New manifold gasket, ACS gasket, and Throttle Body gasket.
9. New Magnicor spark plug wires
10. New NGK BUR9EQ spark plugs
11. New Bosch O2 sensor

I have spent about $1000 on new tubing, gaskets, wires, plugs, valves, sensors, etc and about 100 hours trying to fix the problem.

Dealer has spent 1 day at $85 per hour checking out the car and still hasn't found the problem!

What could it be? Does the PFC go into limp mode when something is wrong? Does it need to be reset. If so, would I lose all of the program settings?

HELP!!!!!!!!!!!

I will check with the technician on Monday. He is a Master Mazda Mechanic. There were 5 technicians working on my car and none of them could figure the problem out.

The engine was just rebuilt by Rotary Power in Gardena, CA. Jeff does EXCELLENT work and really knows his stuff. If the dealer cant fix it, I will have it trailered to Rotary Power.

It is possible to check your codes if your check engine light is on by opening the diagnostics box by the battery. Use a paper clip or wire and connect the ground and ten connections. The diagnostics cover cap shows you where they are so you can figure it out. Then turn on your ignition without starting it, and count the flashes, when it flashes for about a second that is a 10 digit number, when it flashes for a 1/2 second then it is a single digit number. Such as a 12 code, which is the TPS (Throttle Position Sensor), would flash long once and then short twice. You can have more then one code present so let it go through it cycle and retrieve all of them. Once you write them down you can check the manual to see your problem. High idle codes can be the TPS, "limp" mode is the Metering Oil Pump. I hope this helps you.
