I am not sure what you mean about bleeding the yellow charge hose. I did pull vacuum for a long time but had to switch the yellow hose over the R12 can, so I assume there was some air in that hose just from swapping it over. I don't really see any way to avoid that?
Compressor should be kicking on and at least cycling on/off with that much static pressure. IF you have moisture in the system, it could be causing the expansion valve to freeze up and the evaporator core may get too cold really quickly, causing the thermal switch to cut off the compressor.

Yeah when you just swap over the hose like that to connect the R12 cans, there will be some air left in it, and you will need to bleed that out. Doing so is pretty simple - with your safety gear on (goggles & gloves), and the new can attached to the yellow hose, you just crack open the yellow hose fitting at the manifold end. You just want to crack the fitting open very slightly, so your refrigerant pushes the air out and then tighten the fitting back up - you'll hear the gas hissing out, and as soon as it feels cold, close the fitting so you don't waste too much R12. Only takes about a second or two, but do it every time you have to attach a can of refrigerant to the manifold.
