Well I am unclear weather or not the overflow tank is supposed to have any coolant in it when the engine is shutoff, because the radiator sucks it back into the rad and engine, I am pretty sure that there isnt supposed to be any coolant in the resevoir because i have none when the car is shut off in the resevoir!

No...you should have coolant in the resirvoir at all times...more when the engine is hot, less when its cold.

The engine heats up the coolant, and pressurizes the system, the rad cap releases coolant to the overflow bottle to maintain .9 bar. As the engine cools, a vacuum is created, and coolant is pulled back in via that little dime size metal disc on the underside of the radiator cap.

^^^ what he said

and if you have no coolant in your reservoir tnk when the car is cold that means u have air in your cooling system, this is not good, as those air pockets travel aroudn your engine those parts where there are air bubles get overheated.fill up the coolant thru the coolant neck on the engine not the ast. untill u can fit no more in there. all teh way to the top. this takes a while and also pinch the hose to have a few trapped air bubbles come out. when u are done close the cap. then check your coolant reservoir fill that up with appropriate amount and then turn on the car, let it idle untill it reaches its operating temperature. you will know when it does because your fans will kick in,(unless your fans dotn come on when they are supposed to with which i am actually confused a little here is a link to that post https://www.rx7club.com/forum/showth...hreadid=101932 ). turn the car off after that, and let it cool down competely so its cold. then open the filler beck again and add coolant if you have to. then close it and turn on the car and make sure the buzzer does not go on.
