As for the stock twins, they can be pushed to 17 or so PSI. However, longevity becomes an issue at that point (as well as efficiency).

.I run 17 psi on my upgraded twins on pump gas.
The stock twins compressor efficiency is the limiting factor. After a certain boost level, all you are making is heat. Keep in mind your stock twins are ~10 years old, too. I'd be willing to bet alot of the drag racers making big numbers and fast times are running new/rebuilt twins......

on the stock ecu there is a little thing called fuel cut .....after 13-14 psi keerrr-kablap and lets go to one rotor ......even if you have the right tunning the stock twins cannot and willnot flow efficiently above 15 psi i believe it stars heating the air .....hot air you know it baby aka detonation aka kaboom hello one rotor
