Boost Issues at High Speed

After replacing solenoids car boosts fine 10-8-10 at relatively low speeds
On motorway however cruising at 140 kmh in 5th gear (c. 4000 rpm)
I floor it and only get about 5 psi
Do I have a problem ?

Try flooring it below 3000 in 5th and see if you have the same behavior. It doesn't sound right...

I think the problem is at the second turbo
Any ideas
