Boost issues (2nd turbo kicks in late!)

I don't know who else has this problem but i've tried searching and it doesn't seem like everyone has the same issues... My secondary turbo kicks in at 5500RPM, instead of the 4500RPM... Does anyone have similar problems? Are my turbo's dead? they are stock turbo's btw.

Are you judging this based on a boost gauge readout, or seat-of-the-pants? If it's a boost gauge, does the boost drop at 4500rpm?

Bad turbo control solenoids or a leaking pressure chamber can cause slow secondary boost.

The ECU controls the 4500rpm transition point by way of the solenoids. If it's truly transitioning at 5500 instead of 4500, the answer lies there.
