Boost issue

So I just finished trouble shooting a stalling problem I was having after doing a full vacuum hose replacement and solenoid check. Now i have the car back on the road and Im having a strange boost problem. Ive done quite a few searches but havnt found anything to specific

I only get 5 psi of boost on the primary turbo and then only 3 and sometimes 2 on the secondary. It sounds like the boost is leaking out of the CRV instead of going through the motor. When i shift i can hear the "blow off" coming out of something else other than my HKS ssqv. Im thinking it probably has something to do with a solenoid in the rack since that is what i was just working on. If anyone could guide me in the direction of what could cause the CRV to stay open or cause symptoms like im having, advice would be appreciated. Thanks.

Also, im going to check the CRV itself tomorrow to make sure that its not the problem.
