Boost Creep
So ... it turns out after installing a Pettit 3 inch downpipe I have boost creep. Turns out the first owner of the car switched out for the 97 twin turbos under warranty from Mazda. So I plan to get the wastegate ported and get the clutch changed out for an upgrade at the same time to save the cost of labor. Is there any other options I should think about before porting the wastegate? Such as going single turbo? The only upgrades I have though is the base performance package from Pettit with the RB dual tip, power pulleys, and AST. Also, if I do port the wastegate is there any other problems I could possibly run into after doing that?

I agree with 4CN A1R.. I find it hard to believe you're getting creep (if anything you are just building boost slowly, mistaking a slower, gradual, climb to peak boost for creep).
For the past year I've been running R&R'd HT12's with PFC, intake, GReddy SMIC, M2 DP, hi-flow Cat, and Apex'i N1 Duals. I would see average boost of 12 psi with that amount of restriction in place (it would pulse between 12-13 sometimes) with no tune.
If you still have the stock cat in than you *should* be fine. Though honestly I have heard that wastegates can be pretty individual..

If nothing else I would look into just adding a little bit of restriction to your exhaust system, boost creep comes about when an exhaust is flowing too much for the WG to keep up with. Put the stock cat back in (if it's removed) or add in some restrictor plates at the joints between the DP/MP and MP/CB.
Increased flow = creep
Restricted flow = no creep
