Boost at 7 psi

I have a question if I disconnect the the wastegate and precontrol solenoid connectors so the maximum boost is from the wastegate spring of 7 psi does this mean the secondary turbo will never kick in because it requires 8 psi from the primary to get the secondary to spin up to engage.

no the secondary doesn't require 8psi from the primary it simply engages during the transition at 4500rpm

According to the turbo troubleshooting guides, the primary needs to be producing at least 7-8 lbs of boost in order to operate the actuators that control the secondary turbo. So what is it that's actually happening there?
