Are Bnr's worthwhile on stock ports?

A few questions.....
Are BNR stage 3's a worthwhile upgrade on a stock port motor?
Currently I have 99 spec twins, and I want to loose as little low end power as possible. Will they make much more power than the 99s if I do not run them above 15 pounds, and will they lag much more?

Does anyone have any first hand experience with them on a stock port motor?

There would be no point in swapping out good 99s for BNRs on stock ports and <15 psi.
